Coal electricity losses
In 2017, due to the complex macro environment, policy orientation, and market situation faced by the power generation industry, coal prices and other profit reduction factors significantly increased, and the situation of power generation enterprises was not optimistic. At present, about two-thirds of the coal power industry is in losses, with Shanxi's loss area reaching 88%.
Benchmark electricity price increase
Starting from July 1, 2017, multiple provinces have adjusted the benchmark grid electricity prices and sales electricity prices for coal-fired power generation, cancelled the special funds for industrial enterprise structure adjustment levied on power generation enterprises, and reduced the collection standards of the National Major Water Conservancy Engineering Construction Fund and the Later Support Fund for Large and Medium Reservoir Resettlement by 25% each. The free electricity price space will be used to increase the benchmark grid electricity prices of coal-fired power plants and alleviate the operational difficulties of coal-fired power generation enterprises.
Photovoltaic installed capacity exceeds 100 million yuan
As of June 30, 2017, the cumulative installed capacity of photovoltaics in China has exceeded 101.82 million kilowatts. The newly added installed capacity is 24.4 million kilowatts, a year-on-year increase of 9%, and has completed 69.7% of the total new installed capacity in 2016. The central and eastern regions still lead the development of the national photovoltaic industry, with the total newly added installed capacity in East and Central China accounting for more than 50% of the country's total. Carbon trading
On December 19, 2017, the National Development and Reform Commission held a press conference to announce the official launch of the national carbon emissions trading system, and issued the "National Carbon Emissions Trading Market Construction Plan (Power Generation Industry)" (referred to as the "Plan"), which clearly stated that the power generation industry (including cogeneration) would be the first to launch the national carbon emissions trading system. The plan points out that the ultimate goal of carbon market construction is to establish a carbon market with clear ownership, strict protection, smooth circulation, effective supervision, and transparency, promote enterprise transformation and upgrading, and achieve the goal of controlling greenhouse gas emissions.
Green Certificate

Circular development

Ultra Low Emissions

Cleaning and heating
In 2017, 10 ministries including the National Development and Reform Commission and the National Energy Administration jointly released the "Winter Clean Heating Plan for the Northern Region (2017-2021)", which stated that by 2019, the clean heating rate in the northern region would reach 50%, which could replace 74 million tons of unburned coal. By 2021, the clean heating rate in the northern region will reach 70%, replacing 150 million tons of unburned coal. At the same time, according to the plan, 8 new trunk gas supply pipelines will be added from 2017 to 2021, aiming to achieve a gas supply volume of 74.5 billion cubic meters in Beijing, Tianjin, Hebei, Shandong, Henan, and Shanxi provinces and cities by 2021.
Thermal Power Flexibility Transformation
On June 28, 2016 and July 14, 2016, the National Development and Reform Commission and the National Energy Administration issued the "Notice on Issuing Pilot Projects for Thermal Power Flexibility Transformation" and the "Trial Measures for Priority Generation of Renewable Energy Peak shaving Units", identifying 22 projects such as Huaneng Dandong Power Plant as pilot projects for enhancing flexibility transformation. Since 2017, thermal power enterprises have accelerated the pace of flexible transformation, among which pilot enterprises such as Huaneng Dandong Power Plant, Huadian Dandong Jinshan Thermal Power Plant, and Guodian Dalian Zhuanghe Power Plant have successively completed the transformation tasks and started to enjoy the "transformation" dividend.
